As predicted, USCIS saw the largest number of total employer registrations in this last H-1B cap lottery. FY 2024 was the 4th year USCIS has utilized an electronic registration system for the H-1B cap. 

USCIS saw significant increases in every area; number of registrations, number of registrations submitted on behalf of beneficiaries with multiple registrations, and the number of registrations submitted on behalf of unique beneficiaries with only one registration. This increase is built on top of upward trends seen in FY ‘22 and FY ‘23 H-1B registration periods as well. 

This registration process helped streamline the H-1B Cap lottery for petitioners. In the past, H-1B cap-subject petitions were submitted in full to USCIS within a five-day window to be eligible for the lottery in comparison to the current online system that only requires some preliminary information to be registered for the lottery.

USCIS focused on combating the various ways fraud is committed within their online registration system. And further progress is being done by USCIS through working on an H-1B modernization rule that proposes many improvements, one targeting the registration process and reduction of the possibility of misuse and fraud in the H-1B registration system.
